Southwest Environment Services LLC

In December of 1992, John Nelson, Danny Marsh, and Chandler Nelson formed two companies, Southwest Environment Services Inc., and East Texas Sign & Supply to services the growing highway construction market in East Texas. With the addition of several SWPPP bid items in the early 1990's starting to appear in TXDOT projects, Southwest Environment Services Inc. began providing the needed services to meet the demands of various types of seeding and erosion control. In 1994, Southwest Environment Services Inc. began manufacturing a paper mulch in Tyler and selling what we did not use ourselves to other highway seeding contractors. With business opportunities expanding in the East Texas market, Southwest Environment Services began manufacturing an alternative daily cover to services the landfill industry. Soon this method of applying a mulch based product on garbage in lieu of placing 6" of dirt spread to neighboring landfills in Louisiana. The mulch business continued to grow and soon Southwest Environment Services Inc. began manufacturing other mulch products such as blends, wood, and mulches with tackifier. By the late 1990’s Southwest Environment Services Inc. was bidding seeding and erosion control projects in Texas, Louisiana, Arkansas, and Oklahoma. By this time the types of projects had grown to include block retaining walls, gabion installation, brick paver projects, along with such seeding projects as hay mulching, hydro mulching, and drill seeding. East Texas Sign and Supply which provides signs and barricades for construction projects along with manufacturing and installation of the permanent signs, mailbox and delineator installation was merged into Southwest Environment Services Inc. in 2004. In August of 2010, Central Fiber purchased the assets of Southwest Environment Services Inc. and formed two companies CF-Southwest Environment Services LLC and SES Mulch LLC. With the sale of Southwest Environment Services Inc. John Nelson retired. In December of 2012 SES Mulch LLC was merged into Central Fiber LLC. In January of 2013 Chandler Nelson left to pursue other interest. In March of 2013, Central Fiber sold the assets of CF-Southwest Environment Services to Danny Marsh who was an original owner of the business and Phillip Parker who was president and owner of PR Parker Inc. of Shreveport, LA. And the newly formed company became known as simply Southwest Environment Services LLC.

Incorporated in Louisiana in 1998, P. R. Parker Company, Inc. began its construction history with a series of small projects in East Texas for TXDOT (Texas Department of Transportation).

The Company has since established itself as an industry leader in asphalt surface treatment and fog seal application and has performed work for major customers such as TXDOT, LADOTD (Louisiana Department of Transportation and Development), NDOR (Nebraska Department of Roads) and numerous other states, counties, parishes, cities and towns.

The Company's very first project was a small box culvert for TXDOT to replace an aging wooden bridge near the town of Corrigan in Polk County, Texas. Since that time the Company has continued to pursue TXDOT work. The Company’s first contract in excess of one million dollars was for TXDOT, and then later the Company's first contract over three million dollars was another TXDOT project. The majority of the work that P. R. Parker Company has performed for TXDOT has been in Districts: 1 (Paris), 2 (Fort Worth), 10 (Tyler), 11 (Lufkin), 18 (Dallas) and 19 (Atlanta) all of which lie within a radius of approximately 200 miles of the Company's Shreveport Office.

The Company's largest contract through its first three years of operation was for LADOTD, and then later the Company's first contract in excess of two million dollars was another LADOTD project. The LADOTD projects that the Company had completed through 2007 were all located north of Interstate 10 within approximately 200 miles of the Shreveport Office. Then in 2008, the Company ventured farther south, all the way to the Gulf of Mexico, but still has no plans to venture east of the Mississippi River in Louisiana.
August 1, 2013, P. R. Parker Company merged with Southwest Environment Services, LLC with offices in both Tyler, Texas and Shreveport, Louisiana.
